liulong 832422ac34 fix(fwsc): 发布需求标签(bqjh)设为必填 
需求/服务/数据市场发布抽屉 + 后台管理发布弹窗 rules 增加 bqjh 必填校验，多选空数组时阻止提交并显示错误提示。
